TERMS RESILIENT AI CHALLENGE

PURPOSE AND ACCEPTANCE OF THE RULES

The purpose of these rules (hereinafter the “Rules”) is to define the regulations and procedures for participation in the Resilient AI Challenge (hereinafter the “Challenge”) organized by the governments of France, India and UNESCO (“the organizers”).

This Challenge has been organized with the help of supporters, whose list is available on the Website and may be updated regularly by the organizers. Specifically, Mistral AI (“Mistral AI”), the Sustainable AI Coalition (the “Sustainable AI Coalition”), ITU, Hugging Face, AIKosh are Challenge supports. By registering for the Challenge, the Participant must also accept the terms of use of the Hugging Face and AIKosh platforms.

Participation in the Challenge implies full and unreserved acceptance of organizers’s Rules and Privacy Policy.

CONDITIONS FOR PARTICIPATION

The Challenge is open to any organizations or individual of legal age (hereinafter a “Participant”).

Participation in the Challenge is free of charge.

Teams of Participant(s) (the “Teams”) must register through the Website by completing the registration form. Each team must be made up of a minimum of one Participant. A Participant may only be part of one Team for the entire duration of the Challenge.

Only one application per Team is authorized throughout the duration of the Challenge. It is strictly forbidden for the same Participant to take part in the Challenge, or to be part of several Teams, with several e-mail addresses, and to take part in the Challenge from an account opened for another person.

CHALLENGE DATES AND DURATION

The exact dates and duration of the Challenge are specified on the Website.

CHALLENGE OBJECTIVES AND DESCRIPTION

This Challenge is designed to promote innovation in AI model compression techniques to improve energy efficiency while maintaining accuracy. The Challenge does NOT aim to comprehensively assess or certify the overall quality, safety, or capabilities of the compressed models beyond the specific evaluation parameters defined in these Rules. Tams of Participants and Participants expressly acknowledge these limitations in joining the Challenge.

Under the terms of the Challenge, the Teams of Participants must carry out compression of the open-weight or open-source AI model in one or several categories, to reach the best accuracy and energy-efficiency ratio as expressed below.

The challenge is divided into 3 categories. Each category focuses on the compression of one model only. Models are open-weight or open-source models already freely accessible on the Internet. The 3 open-weight or open-source models selected for the challenge are those of supports to the Challenge.

AI models supporters of the challenge participate to a kick-off meeting to help Teams of Participants to better understand the specifics of the models and answer initial questions. A supporter may, as they wish, provide additional support throughout the challenge, for instance by holding 1 or several online Q&A sessions accessible to all Teams of Participants.

Models compressed by Teams of Participants are the version already made freely available online by the model providers and which can already been downloaded and used, including compressed, without their authorization.

RANKING

The Challenge runs until the kick-off meeting in March [date specific to each category] to May 30th Midnight CET.

The organizers will inform the Winning Teams for each category. One winner will be designated by category.

Assessment will be made by the Organizers and a team of scientific experts. It will specifically be based on the following criteria relating to the Compressed models:

  • Accuracy – with the need for the models to reach the following threshold to be assessed
  • Energy-Efficiency – with the need for the models to reach the following threshold to be assessed.

Team of Participants for each category will receive instructions presenting the single task on which the assessment will be performed.

LIMITATIONS OF ASSESSMENT

The assessment performed during this Challenge is deliberately limited in scope and is designed SOLELY for the purpose of ranking Teams of Participants within the specific context of this Challenge. The evaluation:

  • Is limited to a single task as specified in the instructions
  • Does not constitute a comprehensive or “production-ready” evaluation
  • Should not be interpreted as a certification or endorsement of the compressed model’s overall capabilities, safety, or suitability for any particular application
  • Does not assess legal compliance, security vulnerabilities, or potential harmful outputs

Teams of Participants expressly acknowledge that their participation and/or winning in this Challenge does not confer any general quality label or certification upon their models or compression techniques beyond the specific, limited assessment conducted.

The ORGANIZERS or any of the SUPPORTERS, including the models providers, do not make any performance or accuracy claim nor perform any conformity or legal checks on the compressed models assessed. The Winning Teams or any Teams of Participants thus cannot use their participation or winning of the Challenge to support the accuracy or performance of their models.

RESTRICTIONS ON MARKETING CLAIMS

Teams of Participants (including Winning Teams) may reference their participation or winning status in the Challenge in marketing or promotional materials, but MUST adhere to the following restrictions:

1. Any reference to Challenge performance must be accompanied by clear disclosure of the limited assessment scope as defined in these Rules

2. Claims must be limited to the specific task(s) evaluated and must not imply broader capability or quality assessment

3. Participants must not use language suggesting their compressed models received certification, approval, or endorsement from the Organizers or Supporters.

4. Statements like “Winner of the Resilient AI Challenge [Category]” are permitted, but statements implying broader validation such as “Certified by [Organizer/Supporter]” or “[Organizer/Supporter] approved model” are strictly prohibited

Teams of Participants must NOT use the logos, names, or other brand elements of the Organizers or Supporters in a manner that implies endorsement of their compressed models beyond the specific Challenge results. Any use of Organizer or Supporter branding must be accompanied by clear disclaimers about the limited scope of the Challenge assessment.

Violation of these restrictions may result in disqualification, forfeiture of prizes, and/or legal action.

PRIZES

The Winning Teams will each receive a prize, of:

  • 2 return tickets to Geneva, Switzerland, and 2 night-hotel for two in Geneva, Switzerland during the AI for Good Summit 2026
  • 2 entrance tickets to ITU’s 2026 AI for Good Summit in Geneva, Switzerland
  • The possibility to make a presentation to the AI model sponsor of their compressed models and compression technics
  • Additional prize can be added to all, or fewer categories

(hereinafter the “Prize”).

The selection criteria are the sole choice and responsibility of the organizers. Participants and Teams of Participants may not contest them.

Participants belonging to the Winning Teams (hereinafter the “Winning Participants”) will be contacted by the organizers by email. The organizers may not be held liable for the failure of the Winning Participant to communicate this information or for the communication of erroneous information.

The Prize is awarded to a Winning Team, and each Winning Team shall decide how to allocate the prizes within the team.

PRESENTATION OF PRIZES

The prizes will be awarded during an Award ceremony taking place at ITU’s 2026 AI For Good Summit, in Geneva, Switzerland.

The organizers may not be held liable if a Winning Participant does not receive the results of the Challenge in their personal mailbox accessible using the Website (i) due to technical problems beyond the control of the organizers or (ii) if the Winning Participant does not consult their mailbox.

Once the Winning Teams of Participant has been contacted, at least one participant must participate in the award ceremony, in accordance with the procedures communicated by the organizers, and must provide proof of identity.

If the Winning Participant does not attend the Presentation, they do not receive the Prize, and THE ORGANIZERS is not held responsible and is not liable to pay any indemnity or financial compensation.

Prizes will be awarded to the Winning Participant in accordance with the procedures previously specified by THE ORGANIZERS.

If a Winning Participant refuses the Prize, said Winning Participant forfeits the same.

LIMITATION OF THE ORGANIZER’S LIABILITY

THE ORGANIZERS declines all responsibility in the event of cancellation and/or disruption of connections for reasons beyond its control (specifically like the malfunction of telecommunications or telephone facilities of Participants and Teams of Participants, incorrect data entry, costs of compression…).

Participation in the Challenge implies knowledge and acceptance by the Participants and Teams of Participants of the characteristics, limits and risks of the technologies used via the internet and related technologies, specifically in terms of technical performance, response times for viewing, querying or transferring information, the risks of interruption and, more generally, the risks inherent in any connection or transmission, the lack of protection of certain data against possible misappropriation and the risks of contamination by possible viruses circulating on the network, without THE ORGANIZERS being held liable in this respect. THE ORGANIZERS may not be held liable in case of technical or human failures on the part of telecommunication operators, nor in case of malfunction of the internet network, nor in case of temporary or permanent technical breakdown.

The ORGANIZERS declines all responsibility, including financial responsibility, in the cost incurred by the Teams of Participants while compressing the models, at any stage of the compression and research leading to the compression of models.

The Organizers shall not be held liable for the impossibility of contacting each Winning Participant, or for any errors in the name, address and/or contact details communicated by persons having participated in the Challenge.

PARTICIPANTS AND TEAMS OF PARTICIPANTS’ OBLIGATIONS

OPEN-SOURCE / OPEN WEIGHT REQUIREMENTS

The Teams of Participants expressly acknowledge and accept that their compressed models must be shared as open-source or open-weight compressed models and uploaded to the supporting platforms under the license as specified during the kickoff meetings. This sharing is a mandatory condition for participation in the Challenge.

DOCUMENTATION REQUIREMENTS

The Teams of Participants will provide documentation in the form of a “README” file presenting the tools and techniques used in the compression of the models, and, if possible, the energy cost of compressing the model (using Code Carbon or a similar tool). This documentation must be sufficient to enable understanding of the compression methodology.

OWNERSHIP AND WARRANTIES

   The Teams of Participants and Participants declare and guarantee that:

  • They are the authors of the compression work and any other results communicated as part of the Challenge, and consequently the exclusive owners of the related copyrights; or
  • If they are not the exclusive owners of said rights, they have obtained all necessary authorizations from third parties who have produced part of the work or own rights over them.

RIGHTS RETAINED BY PARTICIPANTS

   While making their compressed models available as open-source/open-weight, Teams of Participants retain the right to:

  • Use their compression techniques for other purposes
  • Develop and commercialize products based on their compression techniques
  • Include their participation and results in the Challenge in their portfolios and marketing materials, subject to the restrictions on marketing claims specified elsewhere in these Rules

GENERAL OBLIGATIONS & INDEMNIFICATION

The Participant and the Teams of Participants and Teams of Participants guarantee THE ORGANIZERS and the SUPPORTERS against all complaints, claims, actions and/or demands of any nature whatsoever that THE ORGANIZERS and SUPPORTERS may be subject to because of the violation of any obligation or guarantee by the Participant under the terms and conditions of the Rules.

Consequently, the Participant and the Teams of Participants and Teams of Participants undertake to compensate THE ORGANIZERS and the SUPPORTERS for any damage it may suffer and to pay all costs, charges and/or penalties it may incur as a result.

More generally, participation in the Challenge implies a loyal, responsible and dignified attitude, including compliance with the terms and conditions of the Rules.

The Participant and the Teams of Participants and Teams of Participants are solely responsible for the proper completion of all administrative, fiscal and/or social formalities and for all payments of contributions, taxes or duties of any kind that may be incumbent upon them regarding the Prize received. THE ORGANIZERS or the SUPPORTERS shall in no event be held liable in this respect.

COMPLIANCE WITH THE RULES – MANIPULATION PROHIBITED

Participation in the Challenge implies absolute compliance with the Rules.

Participants and Teams of Participants shall refrain from implementing or seeking to implement any participation process that does not strictly comply with the principles of the Challenge and these Rules.

Thus:

  • The Participant and Teams of Participants may not use any program, mechanism or software that could interfere with the functions and/or progress of the Challenge.
  • The Participant and Teams of Participants may not perform any action that would cause an excessive slowdown of the technical capabilities of the Website or the supporting platforms.

The Participant and Teams of Participants do not have the right to block, modify or reformulate the content of the Challenge.

THE ORGANIZERS reserves the right to carry out any verification for the application of this article.

THE ORGANIZERS also reserve the right to delete the account of any Participant and Teams of Participants who commit fraud, alter the operation of the Challenge or violate the rules without notice, and to take legal action against them. Any Participant and Teams of Participants Participant committing such acts will also be deprived of any Prize they may have won.

AUTHORIZATION TO USE THE PARTICIPANT’S PHOTO AND NAME

Within the framework of promotional operations that THE ORGANIZERS may implement to ensure the promotion of the Challenge and particularly during the Presentation, the Winning Team of Participants authorize THE ORGANIZERS to use, reproduce, distribute, and communicate to the public, as an excerpt or in full, their personal attributes, namely photo, name, and/or, if needed, their voice (the “Use(s)”).

This authorization is given for both commercial and non-commercial use, across all media and by all processes known or unknown to date, and in particular:

Across all media, particularly print, electronic, digital, computer and multimedia, of any kind whatsoever and by all tangible or intangible processes, existing or future.

Across all media, all networks and all broadcast methods, of any kind whatsoever, existing or future, foreseeable or unforeseeable, such as, but not limited to, physical exhibition, electronic communications networks, specifically internet (fixed or mobile), television broadcasting through all means (radio, cable, satellite, DTT, ADSL, etc.) or display.

This authorization grants permission to use the names, voices and photos of the Winning Team of Participants for THE ORGANIZERS’s promotional and advertising purposes and use. It is granted worldwide, free of charge, for a period of 3 years from the completion of each Use.

When the authorization for use ends, for whatever reason, the Winning Team of Participants undertake to allow THE ORGANIZERS a period of 2 months from the termination of the authorization for image rights to remove the Uses.

As an exception to the aforesaid, the Winning Team of Participants acknowledge and accept that it may be difficult to remove the Uses from THE ORGANIZERS’s social media channels and sharing websites (like Facebook, Instagram, YouTube, etc. ), and agrees that such Uses may remain on the social media channels and sharing websites as originally published, provided that upon termination of the authorization, THE ORGANIZERS does not republish or authorize others to republish these Uses.

The decision on whether to utilize the Uses or not is left to the discretion of THE ORGANIZERS, which is under no obligation to use them.

The Teams of Participants and Participants consider that they are fully entitled to their rights and acknowledges that they are not entitled to any remuneration whatsoever for the production of the Uses and the use of the rights referred to herein, this authorization being granted free of charge.

The Teams of Participants and Participants guarantees that they are not bound by any other commitment that would be breached by these terms and conditions.

In case of Uses provided by the Teams of Participants and Participants but which involve a third party, the Teams of Participants and Participants undertake to obtain from said third party an authorization for use of their image, name and/or voice under the conditions specified above, which they then undertake to grant to THE ORGANIZERS.

PERSONAL DATA

THE ORGANIZERS abide by the GDPR.

EXCLUSION FROM THE CHALLENGE AND LIABILITY OF THE ORGANIZERS

THE ORGANIZERS has the right to eliminate from the Challenge or not consider the participation of any Teams of Participants and Participants who does not comply with the provisions of the Rules.

THE ORGANIZERS shall in no event be liable for any damages whatsoever (personal, physical, material, financial or otherwise) incurred by the Teams of Participants and Participants because of participation in the Challenge.

THE ORGANIZERS shall in no way be held responsible for the use made of the Prize by the Teams of Participants and Participants or its end.

THE ORGANIZERS may not be held liable if, in the event of force majeure as defined in article 1218 of the French Civil Code or justified necessity, it is forced to cancel the Challenge, shorten it, suspend it, extend it or modify its conditions.

THE ORGANIZERS may cancel or suspend all or part of the Challenge if it appears that fraud has occurred in any form whatsoever. In such a case, THE ORGANIZERS reserves the right to not award a Prize to fraudsters and/or to prosecute the perpetrators of such fraud before the competent courts.

The Rules are governed by French law. In the event of a dispute relating to the interpretation and execution of the Rules, THE ORGANIZERS will seek an amicable settlement of the dispute with the Participant(s). In the absence of an amicable settlement, any dispute arising from its validity, interpretation or execution will be submitted to the competent courts.

LANGUAGE

Versions of the Rules other than the English version are for information purposes only, and only the English version is binding.
